* Strengthen the South American Council for Infrastructure and Planning (COSIPLAN). This point was highlighted in the last meeting of foreign ministers of the 56th summit by Foreign Minister Felipe Solá, who proposed to reactivate COSIPLAN as a bank of ideas and projects for infrastructure development. This project was signed in 2000 and activated in 2011, although it was later discontinued.
