Argentina receives the Pro Tempore Presidency of Mercosur

On December 16, Argentina received the Pro Tempore Presidency (PPT) of MERCOSUR, after the end of the period corresponding to Uruguay, to be held during the first half of 2021. According to the criteria set by President Alberto Fernández according to which MERCOSUR is a State policy for Argentina, the Argentine Foreign Ministry will work on several axes during the Pro Tempore Presidency that it received on December 16, 2020 from Uruguay and will develop during the first semester of 2021. The PPTs are exercised by semiannual alphabetical rotation of its four States Parties as established by the founding treaties of MERCOSUR.

The Argentine Pro Tempore Presidency (PPTA) will focus, among other axes, on the following:

* Incorporation of Bolivia as a full member of Mercosur. The PPTA will promote the realization of the incorporation of the Plurinational State of Bolivia as a full member of MERCOSUR and will promote active participation in decision-making bodies and technical forums that contribute to its accession process to MERCOSUR.

* 30 years after the creation of Mercosur. On March 26, the signing of the 1991 Treaty of Asunción will be celebrated, which formally originated the bloc. Within this framework, the PPTA provides for the holding of activities and events related to this thirtieth anniversary, among which the enhancement of the MERCOSUR Citizenship Statute as a distinctive instrument of the four countries, which integrates the set of rights, stands out. and distinctive elements that make up the identity of being a MERCOSUR citizen.

* Reflection spaces. On the occasion of 30 years, the Foreign Ministry is already organizing, together with the main universities in the region, spaces for reflection to debate and analyze the experiences of these three decades of integrative construction of MERCOSUR, and project the challenges that regional integration presents to us. next years.
* Business Forum. In PPTA 2021, the Business Forum will be relaunched, created by a decision of the Common Market Council in 2012. It must ensure a broad participation of public and private business entities and associations interested in taking stock and evaluating MERCOSUR today and its future lines of deepening . The Business Forum will focus on two central and relevant issues for our region and for the economies of the four countries: Agroindustry and Digital Services. Both sectors are characterized by their relevance and dynamism in the economic agenda of all the partners of the bloc, and they present great possibilities to continue deepening the productive integration between our countries. In both cases, there will be special attention to the role of women in entrepreneurship and business management in the two aforementioned sectors.

* Promote meetings on the reality and perspectives of Mercosur of unions and social movements.

* External Negotiation Agenda. PPTA 2021 will seek to achieve some specific objectives in terms of external relations. 1) Conclusion of pending technical issues with the EU and EFTA in the respective agreements subject to legal review. 2) Conclusion of the negotiations for a MERCOSUR-Lebanon agreement and deepening of the MERCOSUR-Israel Agreement. 3) Launch of talks with Central American countries and the Dominican Republic. 4) Continue the negotiations already started by MERCOSUR with Canada, Korea and Singapore, which are coordinated by Brazil, Uruguay and Paraguay, respectively. 5) Propose to the partners to initiate an intra-MERCOSUR discussion for a strategy for Africa.
* Strengthen the South American Council for Infrastructure and Planning (COSIPLAN). This point was highlighted in the last meeting of foreign ministers of the 56th summit by Foreign Minister Felipe Solá, who proposed to reactivate COSIPLAN as a bank of ideas and projects for infrastructure development. This project was signed in 2000 and activated in 2011, although it was later discontinued. The COSIPLAN quarry is related to transportation, energy and communications, and aims to promote regional connectivity and contribute to the social development of South America, through national, binational and multinational projects.

* Malvinas question. Argentina aspires to once again ratify support for Argentina's claim to sovereignty in the Malvinas Question, in addition to recognizing our country's right to “take legal action” against “unauthorized activities” of “exploitation of natural resources. ”In the archipelago area, reaffirming the terms of the Declaration of the Presidents of the States Parties of Mercosur, the Republic of Bolivia and the Republic of Chile, signed on June 25, 1996 in Potrero de los Funes, Argentine Republic, called Declaration of the Malvinas, and reiterated their support for the legitimate rights of the Argentine Republic in the sovereignty dispute related to the Question of the Malvinas Islands ”.
These guidelines arise from the presidential definition of Mercosur as "our common home." In this framework, the main objective of the PPTA will be to strengthen the integration process with a vision of production and projection to the regional and global market of the States Parties.

During his speech at the LVII Meeting of the Common Market Council (CMC) of the Mercosur States Parties and Associates, Foreign Minister Felipe Solá stated that “Mercosur is the most important instrument in agreement with the world, but also the political instrument of the last 30 years more relevant that Argentina has had outside its borders to revitalize its trade, to influence the daily life of its inhabitants, to generate employment, to improve their physical integration, to influence education, culture , in science and technology, in migration policies and to build a new Mercosur citizenship ”. He suggested “that we ask our universities and experts and researchers from each country for a discussion about ourselves and the world, in order to have a contribution of thought about the future; and relaunch the business forum ”.

During the PPTA, meetings of the decision-making bodies of MERCOSUR will be held, such as the Trade Commission (CCM), the Common Market Group (GMC) and the Common Market Council (CMC), as well as the different technical forums that make up the institutional organization chart of the block, and the semester period ends with the Summit of Presidents.
